FAQ: Responsible Service of Gambling (RSG)

From 1 October 2010, it became mandatory for certain people involved in Queensland s gaming industry to have a current RSG course certificate. The RSG certificate can only be issued by an Office of Liquor and Gaming Regulation (OLGR) approved trainer upon successful completion of the RSG course. The Club Training Australia Responsible Service of Gambling (RSG) is a Queensland OLGR approved course.

Do I need to complete the RSG course?

All people who carry out gaming duties or gaming tasks within a licensed club or licensed hotel must complete the approved RSG course, including:

  • eligible licensee
  • gaming nominee
  • holder of a gaming employee licence performing gaming duties any person performing gaming tasks.

An eligible licensee is an individual licensee who is ordinarily present on the licensed premises when the premises is open for the conduct of gaming.

Gaming duties may only be performed by licensed gaming staff. You are performing a gaming duty if you:

  • supervise employees who are responsible for the conduct of gaming
  • supervise the access to the internal parts of a gaming machine
  • supervise money clearances
  • issue keys for the security of gaming machines to employees
  • supervise entries in accounting records required to be kept and maintained under the Gaming Machine Act 1991
  • arrange repairs to gaming equipment
  • perform or witness payouts over $500 (as the designated gaming employee).

Gaming tasks may be performed by licensed and non-licensed gaming staff. You are performing a gaming task if you:

  • prepare self-exclusion orders/exclusion directions
  • prepare a revocation notice for an exclusion direction
  • make an entry in Form 3G Register of Excluded Persons
  • prepare a Form 3R Report on Excluded Persons
  • prepare a Form 3H Notice of Contravention .

Where can I do the RSG course?

To obtain the approved RSG course certificate you must complete your training with an OLGR approved trainer. Not all training providers have been approved by OLGR to deliver the approved RSG course. Only OLGR certificates issued by approved RSG trainers will be accepted. All trainers at Club Training Australia are OLGR approved trainers to deliver RSG.

When do I have to do the RSG course?

From 1 October 2010, all new gaming employees have three months from the date of starting employment to obtain their approved RSG course certificate.

What if I was employed before 1 October 2010?

You have until 1 July 2011 to obtain the approved RSG certificate, provided you were employed or engaged immediately before 1 October 2010 as any of the following:

  • eligible licensee
  • gaming nominee
  • holder of a gaming employee licence performing
  • gaming duties
  • any person performing gaming tasks.

How long does the RSG course take?

The course takes approximately four (4) hours.

Can I complete the RSG course online?

Some OLGR approved trainers offer the approved RSG course online. The online option allows for the course to be completed at your own pace. Club Training Australia is approved by the OLGR to deliver RSG online.

When will my RSG course certificate expire?

The RSG course certificate will expire three years from the date of issue. You must renew your RSG training prior to this time.

Recognition of prior learning

Queensland provides recognition of prior learning for persons who have already completed the national RSG course. This applies to people who have been issued with a statement of attainment in the national competency SITHGAM006A Provide responsible gambling services in any state or territory.

Such people are eligible to complete the approved RSG bridging module. This will provide the person with an OLGR approved RSG certificate upon successful completion of the course. The Club Training Australia RSG briding course is $35.

Training register

All licensees are required to keep a register containing information about current RSG certificates held by people carrying out gaming duties or gaming tasks on the licensed premises. The register must be made available for inspection by an inspector at the premises.

The RSG Online is the required training course for QLD, WA and NT hospitality workers who need to provide the responsible service of gambling. This course provides a nationally recognised SITHGAM001 Provide Responsible Gambling Services Statement of Attainment and you will learn to provide responsible gambling services and information to customers who require assistance with their problem gambling.

  • International Student on a subclass 500 study visa will need to apply to a CRICOS approved provider, for more information, please visit the CRICOS website.
  • If you are an International student on a visa other than a subclass 500 visa, you are eligible to complete this course.

How do I get my RSG?

You must complete your RSG online training

  1. Complete our approved RSG course
  2. Receive a Nationally Accredited Statement of Attainment

When will I receive my RSG?

When your assessment has been marked as competent by one of our assessors, and you have successfully completed your RSG online training, you will be issued with your nationally recognised Statement of Attainment via email.

How long will my RSG last?

There s no expiry date for the National RSG (valid in QLD, WA and NT). The nationally accredited online training offered by CTA Training Specialists is approved and recognised and will not expire.

Whats the difference between RSG and RCG?

Both of these names and abbreviations are often used to refer to the one unit of competency. Responsible service of gambling (RSG) and Responsible Conduct of Gambling (RCG) is a Nationally Accredited Unit of Competency: SITHGAM001 Provide responsible gambling services.

Who needs an RSG certificate?

To legally be able to work in any gaming and gambling outlet across the nation you must have a valid RSG, which means completing the RSG online training. Individuals who carry out gaming duties or gaming tasks within a licensed club or hotel must complete RSG training within three months of starting employment.

Are international students eligible?

CTA Training Specialists is not an approved CRICOS provider. International Student on a subclass 500 study visa will need to apply to a CRICOS approved provider, International Students on a visa other than a subclass 500 visa, you are eligible to complete one of our courses.

How long do I have to finish my online course?

  • From the time of enrolment, you have 3 months to complete your online training course.
  • There are no refunds if you do not complete the course within the time frame given.
  • Please allow approximately four (4) to six (6) hours to complete your online training course.
  • You can login as many times as required to complete the course, your progress will be saved each time.

In line with the Australian Government Department of Education Training course packages, it is now a requirement to upload a written response as part of the RSG course assessment. One of our qualified trainer and assessors is required to assess that a student can demonstrate their understanding of implementing responsible gambling practices and being able to provide information and assistance to customers about problem gambling.A video also has to be uploaded as part of the RGS/RSG course assessment. Therefore, to be competent in SITHGAM001 Provide Responsible Gambling Services one of our qualified trainer and assessors is required to also assess your oral communication skills (using non-confrontational language).Your video MUST demonstrate how to:

  1. Respond to indicators of problem gambling
  2. Deal courteously and discreetly with customers identifying problems with gambling or requesting self-exclusion.

Please note: You only need to upload ONE video but it must address the 2 specified scenarios above.To ensure you meet the requirements to achieve 100%, you must ensure you cover the following points in your video assessment. You need to complete ONE (1) Video Assessment demonstrating how to implement responsible gambling practices and provide information and assistance to customers about problem gambling:

  • You must mention the signs of problem gambling that were displayed by the customer in the scenario and where in the venue you would discuss the following points with them
  • You must provide information on two (2) Gambling help counselling services in your local area
  • You must provide information to the customer explaining what a self-exclusion is (time they will be excluded for)
  • You must refer the customer to the Customer Liaison Officer (CLO)

Ensure we can see your face in the video and that we can hear you speak clearly in the video. Your video must be done in the first person, as if you are a gaming team member and you must be visible in the video at all times.We recommend keeping the video length under or up to 40 seconds addressing both scenarios listed above.Please note, it is NOT a requirement for you to film at a venue or a hospitality simulated environment or be accompanied by another person. You are welcome to film alone, in a quiet place, in your own time.You can use any filming devices to shoot your video, however, we recommend using iPhones or Android mobile devices.Please note, the student portal accepts most video files, ensure you record in the lowest resolution possible to maintain a small file sizePlease note: You only need to upload one video but it must address the above points.The course includes video, readings, interactive activities and case studies to assist in your learning experience across the following 2 elements:

Element 1

Implement responsible gambling practices

  • Follow responsible gambling service procedures according to relevant state and territory legislation and industry and organisational policy and codes of conduct.
  • Communicate with appropriate personnel on gambling-related incidents, situations and their compliance with legislation and industry and organisational policy.
  • Maintain accurate records of gambling-related incidents and associated staff action according to industry and organisational policy and procedures.
  • Ensure gambling environmental features support responsible gambling policies within the scope of own responsibility.
Element 2

Provide information and assistance to customers about problem gambling

  • Provide accurate and appropriate information on problem gambling to customers on request.
  • Follow procedures for self-exclusion and exclusion according to legislation, industry and organisational policy, and confidentiality and privacy requirements.
  • Display signage and information related to responsible gambling in appropriate places visible to players, according to industry, organisational and legislative requirements.
  • On request, provide information on available support services according to confidentiality and privacy requirements, and industry, organisational and legislative requirements.

RESPONSIBLE SERVICE OF GAMBLING

This unit of competency should be obtained by all staff who are involved in the provision of gambling facilities at a licensed venue. The training must be undertaken by staff within 3 months of employment. Licensees are responsible for ensuring that all staff involved in gaming duties or tasks have the appropriate certification. Penalties apply for licensees who fail to comply.

Where is the certification recognised?

It is a nationally recognised competency, and as such has only to be completed once however, you should endeavour to keep up with possible changes in the legislation by visiting the Business Queensland website.

Can I complete the course online or face-to-face?

We train RSG face-to-face and online by HD Video. Our current face-to-face training venue is at Palmwoods, on the Sunshine Coast of Queensland, easily accessible by train and bus. If you are new to the hospitality industry, and to gaming, we recommend the face-to-face option.

Responsible service of gambling (RSG) training

It is mandatory for certain people involved in Queensland's liquor and gaming industries to have the appropriate certification in the responsible service of gambling (RSG).

RSG certification and course delivery

The required certification in Queensland is a Statement of Attainment, issued on completion of the national training package competency Provide Responsible Gambling Services.

As a competency within a national training package, the Provide Responsible Gambling Services course, may only be delivered by a registered training organisation (RTO).

Becoming RSG certified for the first time

If you need to obtain an RSG Statement of Attainment for the first time, please contact your nearest RTO to become certified in Provide Responsible Gambling Services. Once obtained, this certification does not expire.

Holding an existing OLGR-issued RSG certification

If you (or your staff) completed RSG training prior to 30 June 2013, your OLGR-approved RSG certificate will expire 3 years from the date of issue.

However, as the former OLGR-sanctioned RSG course included the national training package competency, you may have also been issued the Statement of Attainment in Provide Responsible Gambling Services at the same time. Please check your records, then see below.

I have a Statement of Attainment

A Statement of Attainment does not expire once obtained, even though the code identifying this course (currently, SITHGAM001) regularly changes. This means that if you hold a Statement of Attainment for Provide Responsible Gambling Services from anytime in the past, it remains current irrespective of the course code.

I don't have a Statement of Attainment

If you did not receive a Statement of Attainment in Provide Responsible Gambling Services at that time, prior to your OLGR certificate expiring you must complete the national training package competency, Provide Responsible Gambling Services. Please contact your nearest RTO in order to remain RSG certified.

RSG training for staff

Licensees are responsible for ensuring that all staff involved in gaming duties or tasks have the appropriate certification. Penalties apply for licensees who fail to comply.

People who carry out gaming duties or gaming tasks within a licensed club or hotel must complete RSG training within 3 months of starting employment. These include:

  • an eligible licensee (an individual licensee who is at the licensed premises when it is open for the conduct of gaming)
  • a gaming nominee
  • any person performing gaming duties or tasks.

Staff are performing a gaming duty or task if they:

  • supervise employees who are responsible for the conduct of gaming
  • supervise the access to the internal parts of the gaming machine
  • supervise money clearances
  • issue keys for the security of gaming machines to employees
  • supervise entries in accounting records required to be maintained under the Gaming Machine Act 1991
  • arrange repairs to gaming equipment

  • make an entry in Form 3G: Register of excluded persons
  • prepare a Form 3R: Report on excluded persons
  • prepare a Form 3H: Notice of contravention.

RSG training register

All licensees are required to keep an up-to-date training register that contains:

  • copies of the current OLGR training course certificates or Statements of Attainment for staff
  • the expiry date of the OLGR training course certificates
  • information on training staff involved in the service or supply of liquor at the licensed premises.

This register must be made available at the premises for inspection by an OLGR compliance officer or Queensland Police Service officers.
